All you need is Good content, a domain name, hosting and a nice looking theme.
To buy or sell a website, you must be a member of an online market place that allows members to buy and sell websites. I recommend Flippa.com, eBay, the Warrior Forum or Digital Point Forums, which are all free to join, however, Flippa.com, eBay and the Warrior Forum require payment to place website 4 sale ad listings.

If you want to flip websites on a full time basis you will need a plan or a system to follow. In my experience new sites do not sell very well unless they look good and have a lot of unique content.
A New site would be 1-7months old and would generally sell from $20.00-$150.00 depending entirely on the content. PLR is a total waste of time theses days, try and avoid buying PLR sites if you want to rank for good Search terms in Google.
If you have an older website or blog that generates income and traffic, you can sell these sites for higher prices. People will pay 10-20X revenue, but, it will vary depending on a number of factors.
When you create your “website for sale” ad/sales pitch at one of the recommend sites above, you should add as much information as possible.
Example: Domain Age, Expire Dates, Traffic Sources, Income details, PR, Keywords that Rank and Back Links.
The more information you can provide on your listing the better, people like to see it all when it comes to purchasing online property. NOTE: Do not scam people! Only give info that is true, do not falsify documents or make income claims that are not true or correct.
